Testing for 10 year old with potential learning disability

My 10 yr. old brother has always had difficulty
in school and now that he is in 5th grade things
have just been getting worse. His teachers say
that he has difficulty focusing and suspected
that something may be wrong. However, they are
not sure if he should be referred for testing.
Since he attends a Catholic school which does not
provide special education, he would need to go to
be tested at a public school. The school has left
the decision up to me. I do notice small things
and have suspected that he might have a learning
disability, but I am not sure if I should have
him tested. I really need your advice. THANKS
