Is this a learning disability?

My older brother is 40 years old and during his last visit, it struck me that he may have a learning disability. According to my parents, he was very slow to learn to talk, walk, etc. They held him back 1 year for kindergarten. He was always uncoordinated in sports, never had good friends, and has never had a girlfriend. He is very awkward around women. The friends he did have in school and college made fun of him a lot. He is extremely immature, about the level of a 15-year-old. He constantly asks questions about things that should be obvious, repeats the questions,asks a question which we just answered, states the obvious, and repeats what other people have just said. He has always been this way. He did not, however, have much trouble in school. He even took calculus in 12th grade. He has been working as a high school teacher for about 10 years. He needed to repeat his student teaching because his supervisor didn't think he was ready. When he visits me, he sits on the couch all day waiting to be entertained. Sometimes he talks nonstop about really boring things. We always thought my brother was a bit odd, but now I wonder if my parents may have failed to recognise a learning disability.
