Language Comprehension Disorder

My seven year old daughter has been evaluated and diagnosed as having a Language Comprehension Disorder. She qualifies for Section 504 and has an IEP in place. Since the IEP and diagnosis, we have moved to another county who is now telling us that they will not follow the IEP and that she does not qualify for "their" special help. They are setting her up to be sent to an alternative school with mentally retarded students. I need to know what I can do, if anything.
